A permanent population

  • A State cannot exist without population. Permanent population is understood as stable community. Stable community does not be made of nationals. Reminder: the determination of nationality is one of the attributes of a State, but not an element of its definition.
  • Minimum and maximum inhabitants? No threshold is imposed by IL.
  • What happened with nomadic States? The transient nature of some parts of their population has never affected their qualification as independent States.
